University campus with a character

Many buildings are designed to be more than functional - to incorporate energy efficient devices (ie to be green), to be multi-functional and above all to have a "character" whatever that means.

Here is one example - a building that lits up at night with chaging colours at the stairways that behaves van guards, and a doom on top that change from purple, blue, neutral to read(?) colour.  Here is a shot of the building:
