Keyboard problem on Vista

My computer has a problem of keyborad setting.  Some of the symbols are not match with the buttons.
eg.  When I type  <shift + 2> , it shows [ " ]  ,not  [@] . And I have to type <shift + '> to show the @ symbol.

The computer salesman said it 's only setting problem. Just change it to US mode keyborad setting then the problem will be solved.

Anyone can teach me how to set this?

Is it a Japan Version Computer and Re-install the Vista, ?
you can try to change it at [control panel] -> keyboard,
or change it at [control panel ] -> region setting .
