新興大廈12樓以上多為民居或旅館，民居樓層的防火設施相對較好，防煙門多關閉。但12樓以下則設有四、五間夜總會及芬蘭浴室，問題亦開始出現。
沿走火梯往下走，10至12樓設有多間桑拿浴室，雖然走火梯有防煙門，但大部分全被打開，原因是防煙門外是廁所，部分被改作雜物房或廚房，有女工正在清潔碗碟。
有關娛樂場所為方便職員工作，故把兩扇防煙門全打開，讓員工自由從後門進出桑拿浴室。部分娛樂場所則將走火樓梯及防煙門附近位置改裝成寫字樓出入口，門外甚至放有梳化鐵櫃，阻塞通道。
再往下走，發現不少樓層皆缺乏消防花灑設施，不少電箱的電線亦外露。更甚的是，在部分走火通道竟被人用鐵閘封閉，防煙門及走火通道亦形同虛設。

- part ii反應　very good, (85 分)
