First listen to the Nightly News at TVB or ATV Chinese channel.
Then wait for the next News program at TVB or ATV English Channel.
You should have an idea what the news about and see if you understand them in English.
If your TV set has Closed Caption option, turn it on as well. This will help you from the beginning.
After a few month and you feel you get the hang of it, turn off the Closed Caption.
Then after a few months, skip the News at the Chinese Channel and listen to the English Channel only.
Even if you did not get improve in speaking, at least your listening skill should be improved

Another way is to watch DVD movies at home. You can always watch it in either English or Chinese with or wihout subtitles. Watch it in English with Englush subtitles is useful for understanding English. Another way is to watch it in Emglish first and then in Chinese.
