Normally, the combination is :
RedHat (Fedora) + Apache + MySQL
add PHP is you want for creating forums
Apache is the webserver software, while MySQL is the database being used. PHP is the common BBS language. RedHat is the unix OS (BSD version)
They are all freeware, so no license is needed.
Don't ask how to create webpages, please read more books.
