比人封鎖IP 點做 救命
您的 IP 地址不在被允許的範圍內，或您的賬號被禁用，無法訪問本
和記綱話IP地址不是更生 日日不同 但我而家好始日日都一樣已經更生左 點算！點算！點算！

If by DHCP, the user cannot apply for an IP, but the IP is distributed by the server randomly within a certain IP range.
So, you are out of control for the IP address. Unless u use another ISP which will provide another range of IP address.
But I wonder the web-sites (ie yahoo, google) won't block your particular IP, unless your IP address is being used by hackers to send out large amt of junk mail.
