公營機構高層薪金研究報告

[font=&quot]數年來，[/font]107[font=&quot]動力就公營機構的高屬薪金進行研究，從機構年報和網站監察公營機構運作，發現全港共[/font]160[font=&quot]個公營機構[/font]([url=http://www.legco.gov.hk/yr09-10/chinese/bc/bc12/papers/bc120214cb1-1031-2-c.pdf]http://www.legco.gov.hk/yr09-10/chinese/bc/bc12/papers/bc120214cb1-1031-2-c.pdf[/url])[font=&quot]中，大部份至今仍未有將詳細數簿在網站內公開，如總裁、主席的年薪資料。而如機管局、貿發局、市建局和醫管局等廖廖數個公營機構在年報內透露，其高層人工均嚴重超過合理水平，資料如下：[/font]

[font=&quot]在收集上述公營機構的主席[/font]/[font=&quot]行政總裁的薪酬和任期資料後，[/font]107[font=&quot]動力在[/font]2012[font=&quot]年[/font]5[font=&quot]月[/font]6[font=&quot]日[/font] ([font=&quot]星期日[/font])[font=&quot]舉行「公營機構高層薪金研究報告發佈會」，並請來民間監察香港生產力促進局協會發言人[/font]-[font=&quot]蘇子冠先生於記者招待會公開十大公營機構超高年薪，以及報告內容。[/font]107[font=&quot]動力召集人何民傑表示：「從我們是次調查報告中，可以看到現時的公營機構存在着以下[/font]4[font=&quot]項弊端：[/font]


[font=&quot]年薪高於特首不合情理[/font]

[font=&quot]現時特區行政長官的年薪約[/font]402[font=&quot]萬港元[/font]([font=&quot]來源[/font]:[url]http://the-sun.on.cc/cnt/news/20120326/00407_013.html[/url])[font=&quot]，但貿發局和機管局的行政總裁年薪居然比行政長官高約[/font]60%[font=&quot]，實在很不合情理。[/font]


[font=&quot]香港貿發局總裁年薪高過達兩倍半[/font]

[font=&quot]英國貿易推廣機構[/font]UKTrade and Investment [font=&quot]主席年薪只約[/font]272[font=&quot]萬港元[/font]([font=&quot]來源[/font]:UKTI[font=&quot]年報[/font])[font=&quot]，但香港貿發局行政總裁年薪卻有[/font]628.9[font=&quot]萬港元，相差達兩倍半。[/font]


[font=&quot]公營機構透明度不足[/font]

[font=&quot]全港現時共有[/font]160[font=&quot]個「有從事經濟活動」的公營機構，但只有[/font]9[font=&quot]個公營機構的網站是有披露總裁[/font]/[font=&quot]主席的薪酬資料，可見公營機構透明度實在不足。[/font]


[font=&quot]競爭法不應豁免公營機構[/font]
[font=&quot]現時政府建議競爭法豁免包括房委會、房協、市建局、貿發局等極具爭議性的機構，由於不但有違公平競爭原則，助長政府壟斷經濟活動的霸權。[/font]
