Vulcan was NOT designed for conventional bombing. It showed in the Falkland war on lacking the accuracy it needed for dropping iron bombs.
It was basically a nuclear bomber designed in the 50's for dropping a nuclear bomb at very high level (50,000 feet), at a time were surface-to-air missle was not very common or accurate.
It was a good bomber considering it was designed starting at 1947 and entered service at 1956. At 1947 US is still using B-29 and B-32 from the WW2.
Vulcan's main strength is the Rolls-Royce Avon engines, extremely reliable and fuel economy. This leads to a long operational range. Avon was also used to power Lighting, Comet, Saab and some Sabre fighters.
Vulcan was the first large jet aircraft with delta wings and being used as a test bed for areo dynamic for the Concorde commercial plane, for the designs on how to control a large aircraft with delta wings.
