Hi , im a chinese born in indonesia.
i want to know how the young people in mainland china consider
the importance of  knowing english language ,and  what is the
government's  attitude in educating them  .

For the children, there are international schools with very good English courses and teachers.........

In the mainland, people are more eager in learning English. However, a lot of them still don't have a good foundation of it. It makes is quite hard for foreigners to communicate with them.

Chinese try their best to English,as they consider it as a means of communication.

Many people in China know importance of English, especially those in major cities like Beijing, Shanghai, Guangzhou.

I have a Beijing local staff who have spent over RMB 20,000 for a 2 year course in an english teaching  institute. Her current monthly is below RMB 2000.

Hi, I teach English in Shanghai. Mainland parents generally consider English as a "must" for their children. It is not uncommon for parents to spend hundreds and thousands of RMB on supplemental materials (especially brandnamed ones like Longman, Oxford, or Scholaristic) so that their children can read/ learn extra English. The will is definitely there, but they don't usually know how to probably approach "learning English".

Most local parents I deal with see this: The will (at least from the parents' perspective) to learn English + the will to spend money on "good" school, tutor,  and materials= "native speaker" level English. Few parents really understand how to educate their children and prepare them on a day to day basis. Some know they are supposed to immerse their children in a "English speaking" environment; some just want to pay the money and let the school/ teacher/ tutor sort out the details.

School's curriculum (except for international school) is tightly controlled by the government and most students must study the government approved courses (using materials supposedly approved by Oxford university). Just like the pre-1911 old days, memorization and recitation take priority.
