Ooops.. missed your post.
Yeah.. Earthquake in Szechuan and the mud slide in Hong Kong.
1/ Bringing personnel to the site ?
What use is helicopter when the fireman can arrive timely ?
2/ Equipment appropriate for the job ?
Do the fireman use the appropriate equipment ? If bare hand is, then bare hand, you don't expect them to use explosive to blast the slab of wall away.
I have no comment in Szechuan as usual, because I have no idea about how much damage is there.
My only comment so far about Szechuan earthquake is when I said pictures of concrete was mixed of river bed rocks ( which were as smooth as an egg, and hence were no good to attach concrete) or slabs constructed of iron grate/rod ( strictly speaking wire ).
3/ Best option ?
In Szechuan, at least there are many sites to explore and short of man power, the first option is obviously save theose easiest to save first.
In Hong Kong, the duty is to save THAT couple, so no matter how slim the chance or how difficult the task, the FOCUS is them.
So there were obviously no merits or ground to compare.
