Posting some useful suggestions here, and hopefully spur more knowledgable people to offer addional info. I'll start with a very brief description of the Chiang Mai women and culture. If you just want recommendations for sex, skip ahead three paragraphs, but if you are a first time visitor to Thailand, the following could make your trip more productive and possibly safer.
Somewhere in this forum a writer said he went to Chiang Mai University and was able to have the women of his choice for 3000 baht. For those who haven't figured it out, this is total BS. There are probably some CMU students in the sex business, but then there are probably some women in every university in the sex business. However they don't sell it on campus, certianly not in Thailand. Economically Thailand is pretty severely divided between the "haves" and the "have nots". Most of the women attending CMU are in the first category, while most of the women in the sex trade are in the latter. Many university women don't want to be seen with a western man, outside of work or a classroom, because they don't want to be mistaken for a prostitute. We've got that kind of a reputation.
Most of the "have nots" are not prostitutes, but many have little prospect of a comfortable and secure life unless they marry well. The ones you are most likely to meet are the waitresses in the bars and restaurants. A pretty young women who speaks passable English can earn about 20 baht an hour working as a waitress, which is about 60 cents U.S., or half a Euro. If she works 70 or 80 hours a week, which is not unusual, she will have about 6000 a month. A basic apartment in Chiang Mai costs about 2000 baht, and the rest of her pay is enough for food, an occasional clothing purchase, and, if she manages her money well, maybe a motorbike. However many of these women send every baht not used for essentials to their families. Illness or unemployment cause serious hardship, and they can only count on staying employed while they are young and pretty. Age and appearance discrimination is a common practice in Thailand.
Many of these women are eager to land a (comparatively) rich western husband, or, failing that, a generous boyfriend. They will pretty much throw themselves at you. Don't fall for it. They may be easy to get into bed but are very difficult to get rid of afterwards. They don't see the sex as a casual fling, they see it as the beginning of a serious relationship, or at least that is what they will say. I suppose some really believe this and others are just trying to shake the man down. Either way the easy Thai girl can become the vengeful Thai women. Sometimes they scream profanities, slap, scratch and throw things, and sometimes things get really bad. Knives have been pulled and wives have been talked to. Calling the police can make things worse; they don't speak English so they will only get her version of events, and they are biased towards the locals over the foreignors anyway. Usually things don't get that bad, but why risk it? There are enough pleasant and affordable options for no commitment sex in Chiang Mai.
The most obvious options are the sex-massage parlors, and the best, in my opinion, is Sayuri. 1000 baht seems to be the best rate offered westerners, for that money you can choose among many young women and have her spend 90 minutes bathing, blowing and fucking you. I like to go in the late afternoon, where there are usually at least 20 women to choose from, mostly 7's and 8's, but maybe a few 9's, depending on what you like. I have tried Chiang Mai Massage in the Phucome Hotel parking garage, which was 1500 baht for a less impressive selection and service, and the Porn Phayom Massage near the Tom Phayom Market, where I had the deadest lay since I tried an inflateable lady in my young and horny days. I checked Pandora's, but there were only a few women there who looked no better than the ones at Sayuri, so I went to nearby OT Massage for a handjob instead. Just to try something different.
To get to Sayuri, start at intersection of Charoen Muang and Charoen Rat roads, just a few meters east of the Nawarat Bridge. Go east down Charoen Muang 400 meters to the first traffic light, turn left, travel north another 400 meters to a soi marked by a Sayuri sign, turn left again, and Sayuri is down 100 meters on the left. All distances were measured on my motorbike odometer and should be approximately correct. Do not go by tuk-tuk. The only time I went by tuk-tuk was my first time, and the Sayuri price was then 2000 baht. I don't know how much of that was the drivers commission and how much was an overcharge for being dumb enough to use a tuk-tuk, but it doubled the price. I also had the most unenthusiastic lay in my Sayuri experience. This may have been coincidence, or she may have figured that anyone arriving with a tuk-tuk driver is a one-time only tourist and not worth any extra effort.
On that topic, don't trust tuk-tuk drivers for anything but transportation, and then make sure you know exactly where you want to go and they take you there. Tuk-tuk drivers routinely try to earn a fat commission by steering tourists to some overpriced deal.
OT Massage is the only place I have found in Chiang Mai where I can get a handjob by a young pretty women. There are other places where old fat women will give a handjob, but it isn't the same. To get to both OT and Pandora's, start at the same Charoen Muang/Charoen Rat intersection, go east one kilometer and, just after passing a Shell station on the right, turn left into the parking lot. Pandora's is ahead near the end of the parking area on the right, and OT is in a big old hotel near the end on the left. A one hour oil massage is 300 baht, and a handjob will be offered. I went twice and both times left a 300 baht tip, which I thought was generous. However the second time the girl asked for a 500 baht tip, which is I think is a bit much for just a handjob. I won't be going back there. If anyone knows of another good handjob place, please write in.
Most of the bars for a take-away style bargirls are on the east end of Loi Kroh near the moat. The girls don't arrive until around seven, and most seem to be 6's to 8's. Occasionally you can find a real gem among them, I did my first trip to Chiang Mai several years ago--the kind of women that leaves fond memories for a lifetime. Picking up Loi Kroh girls is a very public activity, which can be a problem for people living here, but shouldn't be a problem for a tourist. Even if you don't want to pick up a girl it can be fun to go there to have a beer and get the sales pitch. I'm not sure what the going rates are, I would guess about 1000 for short-time and no more than 2000 for long-time. I think the bar fine is 500 baht.
There are three Go-Go bars that I know of; Spotlight on the east side of the old city just a short walk north of Loi Kroh, Foxy Lady near the night market, and StarXix to one side of the Chiang Mai Entertainment Complex on Loi Kroh road. I never saw anyone in these places that interested me and I don't know the cost information.
There are some late night discos around Chiang Mai, the best bet for picking up a working girl is Spiceys, on the east side of the moat across from the Sompet market in the old city. It is dead at midnight and packed from two a.m. until very late, crowded, deafeningly loud, sweaty, smokey, sleazy, the kind of place some people love and others loathe. There is a reassuring "No Lady-Boys" sign at the entrance, apparently the rule is enforced. Spiceys is where the Loi Kroh girls who couldn't land a customer make one last effort, where semi-pros with regular jobs go to try to make some extra money, where bar workers who want to dance and socialize after the legal closing hours go, and it also has a fair number of backpackers of both sexes, dirty old men looking for pretty young girls, and others who just enjoy the show. There is no cover charge or bar fine, and prices depend on your negotiating skill and the attitude of the girl. Be careful she understands you are just after sex, not a girlfriend. You can end up with a vengeful Thai woman in Spiceys as well.
There are also some street walkers in the tourist areas of the old city, even in the dark and with beer goggles they don't look healthy. I don't know anyone who has tried one of them and I don't recommend them. I suspect some of them are on the street because they could not pass the medical check to work in a bar or brothel.
One final warning; I've met one man here who bragged about how he would stick it in any available opening on a woman or katooey and never used a condom. He was sure he was not at risk of catching anything. Idiots like this are why smart people use condoms.
