.....but yes it would not matter much if it's being calculated using standard package price....may be they can consider offering discount or free minor services in the resting room (like hands / foot massage, finger nails or ear treatment etc) like other saunas where customers only need to pay tips to the girls doing the service for u but not the extra cost to the sauna....just some food for thought...
or may do it the old way...change to a higher standard all-in price (this somehow can provide some comfort for the bgs as having steady tips for their service)...and also let customers who r satisfied with the bgs' service to give extra tips (could be under any category on the bill)...doing it this way customers who used to be paying more tips to bgs can still do so and bgs probably more happy and motivated....but most important of all....like u said they should reinvest some capital to bring the overall service and food back to standard...cutting wages and basic out-of pocket business running costs is never a good solution...."no risk no gain"....
dont think any sauna can actually attract customers of all category...they just have to decide which way to go...in RPS case...i rather they go with a higher price and target customers who r willing to pay for good hardware and services...
