If my co. has set up a call centre in China (permanently), but the rest of operations are in HK, will our co. be classified as 常設機構??

Our call centre is mainly a supporting role, so does not directly create income in China.

Surely yes. Beware of sudden investigation by Tax Bureau, AIC, etc.

pls look at DTA between PRC and HKSAR re definition of PE.
Only auxilliary and supporting work wont constitute PE, where i dont think its your case.
