The building is standing out in the modified one and added more weight to the foreground, making the horizon and the hill become the backdrop.

Thanks for your comment. It depends on the emphasis of the subject. The original photo does not have a great emphasis on the horizon. However, the slope of the hilll is domoinant - and that I guess is the main point of the shot.
