It is very strange that your keyboard turns off monitor.
As I mention before, you may have some screen saver or energy saving program
running, that use some specify keys to switch on.
Sometimes it is not a direct screen saver program but a clock program or picture program will have this features.

you need to turn off windows restore before attempt the removal of potential problem, as it is in the restore directory.
This INF could be extracted from one of your startup application. It means that Norton Anti-virus only removes the result of the virus, but it is unable to find the root of the virus. The INF will show up again after you have restarted the machine.
