don't you remember one of the govt. official had mentioned "...there are thousands and thousands of food products in HK...and we can't possibly labtest for safety on everyone of them...". So the logic behind this phrase is that might as well no need to do any test unless receive compalints. This has always been the motto of our "elite civil service' culture. Like for building safety, they will always prioritse cases where complaints has been filed, regardless of the extent of threat or danger posed.
