A number of us have posted reports on this place at Timway - possibly in the old forum. Yes, they accept non-Japanese and the fee is JPY25000. It is actually not that easy to find the place from Metro station - again check the other thread as some brothers have posted a details map.
If money is not a problem, i would suggest you to knock on the doors of other places as the girls at this place is actually not good at all. Don't rely too much on the photos they show you or on the web. Actually I don't really speak Japanese but was accepted to a few of these soaplands. I never tried at that time (which I now regret) as their prices are a lot higher.
