Don't really understand your questions. You need to be more specific.
" Private Network" means an isolated network not connecting to the internet ??? or a dedicated line directly connecting to the IX (Internet Exchange) ???

Leased line, sometime called IPLC, sure can provide (almost) 100% security (since it should be physically port-to-port) and totally dedicated bandwidth. It is very expensive. Not many users are using it now since internet is getting so popular and cheap. Best referneces are the banks (connecting to their branches or interbank clearing), since they need maximum security. Jockey is are using IPLC linking all their betting shops, also for security reasons.

you'll always need to have a private network at your locations. Then you'll need to connect to Internet and/or other offices. You may have the following choices.
1. Digital Datapak service in linking up two offices and not going thru' Internet.
2. Both location connect to Internet and set up a VPN link between them.
