I just register and use GoTone in August. Local call/receive  in Shenzhen or in Hong Hong are 0.4/minute. Hong kong call Shen Zhen 0.69/minute. Shenzhen calls Hong Kong 1.5/minute. If you are in Hong Kong and your Shenzhen phone number is called, you will receive the call in Hong Kong and pay 0.4/minute without any long distance fare from China to Hong Kong.  If you are in Shenzhen and your Hong Kong  phone number is called, you will receive the call in Shenzhen and pay 0.4/minute plus any long distance fare from Hong Kong to Shenzhen. You will have no problem to receive or send SMS in Shenzhen or Hong KOng . Monthly charge is RMB19.

I change to GoTone because People and China Unicom receiption are no good. i find GoTone is quite convenient and the receiption is good. It will deduct money from your bank automatically when the deposit is less than RMB25. So when you are in other province of China, phone service will not be stopped because of not enough deposit.

In Shenzhen you can check the addresses of China Mobile office in which you can register Gotone and buy the one card 2 number services.

In Hong Kong I think both the SmarTone or people offices can do the same .

I registered GoTone in Shenzhen 華橋城 office behind Walmart. phone number of Customer Service in Shenzhen : 1860.
回鄉証 and a Shenzhen bank account are required. Many customers are there. The process may require an hour to complete including queueing time. Office hours end at 6:00PM .
