Chinese culture has a subtle education that " if it is not stated, it (does not) / (cease to) exists ", that applies to human right too.

Contrary to the more civilize and liberal way that " if it is not prohibited nor offensive, a man can do what ever he likes".

So from time to time, it is in the best of THEIR interest to remind them what had happened.  Otherwise, they will forget their right to know the truth, no matter how embarrasing their leader wishes them to forget.
