Have you read the news today that a spokesperson of Fonterra group (40% owning) said they had asked China (60% shares) to recall the dairy products once the contamination had been discovered a month ago, but the Chinese official refused..

Clear enough, those consuming the dairy products are Chinese.

Fonterra are only 40% shares shareholder and they care only about profit, market first before company image.
No point to upset the Chinese government.
But today as a stake holder in Sanluk, they are under fire from the New Zealand news media.
