All are accountable.
The repairer should not let a bike to park too close to the road.
The girl should not drive too close to the pavement.
The father should not hit the repairer.
The mother should not scold the by-standers.

So everybody deems to have their share of guilt.
Better died than wasting the earth resources.

I meant the repairer should have a place to store the bicycle instead of just leaving it on the road. I think the bicycle is not parked in any legal parking space, just being left on the road.

In Hong Kong, if it was parked not in a legal parking space, it was a punishable offense.  In this sense, the repairer has also committed an offsense.
