This kind of breach of trust offense is not a criminal offense....
but, it is called unprofessional conduct.....
since it is unprofessional for Doctor to have sex with his/her patients....
the same apply to teachers, church ministers etc; ( they are all in the positions of authority)   
in many cases, the person(s) would sit on the case for many years before coming out to launch a complain......
I have read cases of students complained against teacher dated back to ten or more years....


it would be a criminal offense if the person in underage (a minor) .... or it is a case of sexual assult.
