Please remember when you choose 400D/450D, your corp factor will be (1.6).  That means you are going to get:
17-55mm will become 27-88mm
24-70mm will yield 38-112mm
70-200mm will become 112-320mm

Do consider if that is still the range you will need as focal length is being the concerns.  However, you might find it difficult to start with a min of 27mm if you are looking for lens choices that can provide you with wide to tele selections.  (personally I think 16mm is more ideal and that is why Canon has EFS 10-22mm)

Another thing you need to take into consideration...EF-S lens doesn't suit for Canon's camera that uses full frame CMOS sensor, which means they will not fit well with 5D or EOS I Mark III Ds.

Personally I would recommend you to get a 40D (It has a much better body then 450D) +  Canon 24-70mm 2.8 L...in considering your quoted budget.  

You will have better advantage to take shots for animal in actions with a len that allows you to use larger aperture.

And remember, it is quite difficult for you to shoot 雀鳥 without a suitable tripod...but then you will have to carry alot of stuffs than you would have preferred.

If possible, do go to shop that allows you to try on lens before you decide what your purchases are gonna be.
