well, first-time customer of a particular bg there could pay even 500 unless the management have suspicion, but such suspicion is not common.
E.g. my favourite bg there more than once got 500 from  customers who did her for the first time, and there was no problem.
Guests doing a bg again of course can always pay 500 if they like. Their actual tips range from 200 to 500 usually (for every 2 hours).
I daresay almost no customer in the daytime there who redo a bg would pay as little as 100.
Night-shift bgs there might get only 100 from returning customers at night if they are not lucky enough.

Well, different environments, different facilities, services and comfort levels (while massage itself is broadly common to both)
I wouldn't say it is 'better off' going to 'usptairs spas' (different expectations with different types of places).
and I go to upstairs spas too though much much less often than saunas.
