The thing is how do you judge a particular report as an ad?
Think about the grievance expressed:
if I am a newbie, is my report bound to be judged as an ad?
Do I have to be an established member in order for my report to be recognised as at least not an ad?
When people on the China forum criticise you and icheng for advertising HL, how do you feel?
Certain board masters in the past misinterpreted the forum rule against advertising, and sadly many people think likewise.The forum rule forbids advertising, but DOES NOT EMPOWER the board master to ban a user just because he suspects the guy of advertising. There must be concrete conclusive evidence that points to its being an ad before the board master/moderator can ban him.
What the board can/should do when he is suspicious, in the absence of concrete evidence, is to query the reporter, put him under pressure to make him reveal more, stimulate discussion to sensitise other members, and let other members make their own judgements individually.
But in this case, I don't see as yet why the report has to be queried. He may be a true reporter, or he may be advertising. But
ON THE SURFACE of the report text, there is nothing worth querying. If it is because the advertiser skilfully makes his 'report' believable, just let it be. If any member follows his 'recommendation' and tries the service provider but finds the reality quite different from the report, then is the time to condemn the 'reporter', especially if the complainant is an established credit-worthy member. If, on the other hand, the reporter is a genuine reporter, and you condemn him , you are disrespectful to that member.
We should not act prematurely, but let justice be donen whenever necessary, in due course.
Did you know about the case of a Massage Place Sauna ('Longho', Mongkok) staff member writing ad-like 'reports' about their bgs some months ago? In the absence of evidence but with common sense suspicion, I subjected that guy to a number of queries, and other members also expressed suspicion of that guy. Finally, that guy admitted to me in private that he was from the sauna!!
